NOW FOR THE NEWSLETTER

Ever got the special without ordering it?

Well the following newsletter will open up a situation at the request of a lease holder, I have been asked to investigate and report. So let us get this over with.

PINC’s in question:

F-105
ARE PORTABLE ELECTRONIC DEVICES (PED’S) AND ELECTRICAL TOOLS USED IN CLASSIFIED LOCATIONS SUITABLE FOR THE LOCATION; OR USED IN CONJUNCTION WITH A HOT WORK PERMIT IN ACCORDANCE WITH API RP 14F, PARAGRAPH 12.3, 12.9, OR API RP 14FZ, PARAGRAPH 12.3, 12.4?
Authority: 30 CFR 250.114 Enforcement Actions: C

F-106
DO PORTABLE ELECTRICAL TOOLS HAVE WARNING LABELS CERTIFYING THEIR USE IN CLASS I, GROUP D LOCATIONS OR ARE THEY PERMANENTLY LABELED "WARNING SOURCE OF IGNITION WHEN IN USE,", IN ACCORDANCE WITH API RP 14F, PARAGRAPH 12.3.4; OR API RP 14FZ, PARAGRAPH 12.3.4?
Authority: 30 CFR 250.114 Enforcement Actions: C

F-127
ARE ALL EXPLOSION PROOF ENCLOSURES INSTALLED AND MAINTAINED WITHIN A CLASSIFIED AREA IN ACCORDANCE WITH API RP 14F, PARAGRAPH 4.3.1. AND API RP 14FZ, PARAGRAPH 4.3.1?
Authority: 30 CFR 250.114 Enforcement Actions: W 30 CFR 250.114(c)

I am not 100% certain on BSEE policy or procedures, but from what I have learned, a PINC can only be written on a component once, even if multiple of the same PINC exists. However if there are multiple PINCS, as in the case above, all can be enforced, even if it is the same component.  If anybody has more clarification on this please contact me at the email provided below.

Ok now that I am done with the legal, let us get to the details.

With ASH/OSH, as well as temperature, pressure and level transmitters, we have options related to SMART Transmitters and Standard Transmitters/Transducers. This also applies to switching transducers. Basically anything housed in an EP enclosure located in a hazardous area.

Smart Transmitters can be calibrated with a magnet, which does not require the removal of EP enclosure cover.  This is referred to as non-intrusive calibration.  However, if maintenance on the internal workings are required, be prepared for the special.

Standard Transmitters require that you open up the EP enclosure to have access to the zero/span/voltage setting adjustments, maintenance, troubleshooting and repair. This is referred to as Intrusive calibration/repair. F-127 and possibly F-105 & 106. The extra special, special. This also applies to transducers.

Rule of thumb, if it is housed in an EP Enclosure, all of the above PINC’s are applicable.

They do manufacture DMM meters, used to calibrate and trouble shoot smart, standard and transmitters/transducers that are Intrinsically Safe.  Fluke, an industry standard has such meters in a red case with listings. However at 3 to 4 times to cost of a standard Fluke 87, they are very expensive and require more frequent calibration and testing by the manufacture.

Final Recommendations:
If possible have a hand portable ASH meter at your work location. Any reading below 20%LEL is acceptable.

Fill out a hot work permit.
